Generally, housing a=
ssociations set up as companies limited by guarantee. There must be a mi=
nimum of 5 company directors and minimum of 7 subscribers to the Memoran=
dum and Articles of Association. There must=0A be a clause in the M&=
A stating that directors are entirely voluntary and cannot receive remun=
eration. A director cannot materially benefit from any works done or con=
tracts granted by the board, eg, if a director is a building contractor,=
his / her company=0A should not be tendering for any building works bei=
ng carried out on behalf of the voluntary housing association. Essential=
ly, all directors must be working on an entirely voluntary basis and all=
of the company’s income must be directed solely towards the objects=0A=
of the company (provision of social housing for the benefit of the comm=
unity).

Voluntary=
housing associations must receive approved status from the Department o=
f the Environment, Community and Local Government (Government Offices, N=
ewtown Road, Wexford, Co. Wexford) and charitable status=0A from the Rev=
enue Commissioners. It is this approved status that renders a housing as=
sociation an approved housing body which can then apply for capital fund=
ing.=0A

of last year, new housing associations must sign up to the Department o=
f the Environment=E2=80=99s voluntary regulation code for housing associ=

It=E2=80=99=
s worth bearing in mind that the funding situation for housing associati=
ons is still quite difficult at the moment. Although there was funding a=
nnounced in this year=E2=80=99s Budget, the money available through=0A t=
he Capital Assistance Scheme is still reduced compared to previous years=
and there are still many projects already in the system that have been=
waiting for approval and funding for a number of years. For general nee=
ds housing, leasing and accessing private=0A finance are the methods of=
delivery for voluntary housing associations and the amount of capital f=
unding available is limited. However, we would be happy to advise you on=
this if needed.=0A

Another option that some projects have utilised recently is collaborat=
ion with an existing housing association who may be able to assist you i=
n delivering your project without the need for you to set up an=0A entir=
